Child Welfare, WTF!

I hate to make sad posts, but this one is necessary.
A California teenage boy was chained and horrifically abused by two guardians, that claim his former guardian instructed them to do what they did to him. This teenage boy was given to his 1st guardian after he was taken from his abusive father a few years ago. Child Welfare officials handed him off to another abusive guardian who then handed him to more abusive guardians. It brings me to tears that this boy has suffered his whole life never being loved. All he knows is abuse. He was chained, burned, beaten, and unfed. You can read the full story here.
All of these people are on trial, but so should Child Welfare be!

A lot of children who are abused are foster children. Who can we trust to keep our youth safe if the only government funded service can't? While all of our Presidents' daughters are sipping tea in the White House, other daughters and sons are being abused every single day, many resulting in death.
I don't understand how Child Welfare can "rescue" a child from one devil and hand him off to another. What kind of research are these people doing on the foster parents?
And what is me making a post about this going to do to help?
